Narrow down the issue

I would say that first you need to narrow down where the issue is. Specifically, is the requests coming in with that slash in it, or does that slash appear after Domino redirects it? To capture HTTP requests, use domlog (easier than HTTP thread logging). If the request has the slash in it from the get go, fix the application producing the URL.
